i always assumed he did not want to destroy his kids lives by having them on the run with a wanted fugitive. but rather join them in a more legitimate fashion.

instead of going through the whole plot of the movie to have a powerful and rich executive pull strings to allow him back into the country, they could have just flown the kids to him as there were no restrictions
